It is important to be able to associate it with one of RQEI's 3 research axes, and it is desirable that the project mentioned involves at least 2 RQEI research members.

According to the RQEI By-Laws, page 2:

The COC member is a researcher who meets the research status 1, 2 or 3 of the FRQ’s CGR, in accordance with the rules of the FRQNT’s Strategic Clusters program. Its scientific activities are related to at least one (1) of the RQEI’s scientific program.
